Chief Minister MK Stalin, Karunanidhi's son, introduced this scheme as a tribute to his father's legacy of welfare governance in Tamil Nadu.
The scheme provides Rs 1,000 per month to each eligible woman, amounting to Rs 12,000 per year, transferred directly into her bank account via Direct Benefit Transfer (DBT). Payments are credited on the 15th of every month, and an SMS notification is sent to the registered mobile number when the transfer is processed.

To be eligible, a woman must be at least 21 years of age and must be listed as the head of her family on the government ration card. 📋The Income and Asset Conditions
Annual family income must be below Rs 2.5 lakh for the applicant to be eligible. The family's total income from all sources combined is considered for this calculation, and applicants self-declare their income at the time of application.
Families with large land holdings exceeding five acres of wetland or ten acres of dryland are excluded from the scheme. Families with holdings below these thresholds are eligible, even if they own some land, as long as all other conditions are met.
Elected representatives of local bodies, including panchayat and ward members, are not eligible for the scheme. This exclusion ensures that public office holders with access to other income sources or allowances do not avail the welfare benefit intended for economically vulnerable women.

The most frequent reason payments fail is that the bank account is not seeded with Aadhaar. The DBT cannot reach an unseeded account.

Women who are employees of the Central Government, State Government, government banks, Public Sector Undertakings (PSUs), or public sector companies are not eligible. Income tax payers, professional tax payers and government pensioners are all excluded from the scheme, regardless of the pension or professional tax amount. This ensures the benefit reaches economically weaker households rather than middle-class families with stable government income.

Online application at kmut.tn.gov.in requires the applicant to enter her Aadhaar number, ration card number (the number on the ration card where she is listed as head of family), date of birth, mobile number, and bank account details including the account number, IFSC code and bank branch name.
Women who do not have internet access or who need help with the online process can apply offline at their nearest Public Distribution System (PDS) ration shop or at an e-Sevai centre. Ration shop staff are trained to assist with applications, and the offline applications are uploaded to the central portal by the ration shop operator.
The e-Sevai centres, Tamil Nadu's digitally-enabled citizen service delivery network, provide assisted application services for Kalaignar Magalir Urimai Thittam. A nominal service fee may be charged by the e-Sevai operator for the assisted application, but the scheme itself carries no fee.
