๐๏ธHow Big Subhadra Is and Who Runs It
Subhadra is Odisha's flagship women cash transfer scheme. It was launched on 17 September 2024, with the Prime Minister inaugurating it.
The Women and Child Development Department runs it across all 30 districts of Odisha. It reaches over one crore women in rural Gram Panchayats and urban local bodies alike.
The scheme is among the largest single allocations in Odisha's gender budget. That scale is why verification is strict and why payment glitches affect lakhs of women at once.
๐ณThe Subhadra Card and How Money Reaches You
Subhadra pays through DBT into your Aadhaar-linked bank account. Selected women also get a dedicated Subhadra debit card for withdrawals and digital payments.
The two yearly instalments are timed to festivals. One lands around Raksha Bandhan in August, the other on International Women's Day on 8 March.
Each instalment is Rs 5,000, so Rs 10,000 reaches you every year. Over the full 2024-25 to 2028-29 period that totals Rs 50,000.
โ Who Is Eligible for Subhadra Yojana
Women aged 21 to 60 years who are permanent residents of Odisha can apply. The woman must have an Aadhaar card linked to an active bank account, as payments come via DBT.
The scheme covers women from economically weaker sections of Odisha.
Women who are government employees, income tax payers, or have a four-wheeled motor vehicle in the family are excluded. A woman cannot receive Subhadra if she already receives benefits from another state cash transfer scheme that overlaps with this one.
Verify exclusion criteria at the official portal before applying, as the list may be updated.

๐How to Check Application Status and Beneficiary List
Go to subhadra.odisha.gov.in and click on Application Status or Beneficiary List. Enter your Aadhaar number or application reference number to see your current status.
For the district or village-level list, select your district and block from the dropdown on the portal. Names are published after verification is complete.
If your status is not updating or if the portal is slow, try accessing it in the morning. You can also visit your nearest Anganwadi centre or Mo Seva Kendra and ask staff to check your status.
Documents Required for Subhadra Application
Aadhaar-bank name mismatch: Update your bank records to exactly match the name on your Aadhaar. Visit any bank branch with your Aadhaar for a name correction.
Age outside range: Only 21 to 60 years qualify at the time of application. Applications from women outside this range are rejected automatically.
Income tax or government employee disqualification: If any family member files income tax or is a government employee, the application is rejected. Check family eligibility before applying.
Four-wheeler in family: If any family member owns a four-wheeler registered vehicle, the application fails. Aadhaar not linked to bank: Link Aadhaar to your bank account at any bank branch before applying.
โWhat to Do If Payment Is Delayed or Missing
First check your bank account statement, not just the passbook. DBT credits can take 3-5 working days to reflect after the government releases the payment.
If the portal shows Payment Done but your bank shows nothing, contact your bank's Aadhaar payment service desk. Ask them to trace the transaction using your Aadhaar number and the payment date.
If the portal shows a payment error or stuck status, call the Odisha CM Helpline 14545 with your application number and Aadhaar. You can also visit your local Mo Seva Kendra or Anganwadi centre and ask them to lodge a grievance on your behalf.

๐ Subhadra Payment Calendar: How Rs 50,000 Is Released Over 5 Years
Subhadra Yojana does not give Rs 50,000 in one go. It releases Rs 10,000 per year for five years, split into two instalments of Rs 5,000 each.
The two release dates are tied to two major festivals: Raksha Bandhan (usually August) and Subhadra Puja (usually around International Women's Day in March). This instalment structure was a deliberate policy choice.
The government wanted the money to land at times when families typically face large expenses: school re-admission costs in March and household festival spending in August. By aligning with these dates, the scheme ensures the money is available when it matters most.
For the first year (launched September 2024), the Raksha Bandhan instalment was released along with the inaugural payment. The March instalment followed in early 2025.
For beneficiaries who enrolled after the scheme launched, their 5-year calendar starts from their enrollment date, not from September 2024. After the 5-year period ends, the scheme does not auto-renew.
The government has not announced a renewal mechanism yet. Beneficiaries should not plan beyond the committed Rs 50,000 until a policy extension is formally announced.
๐The Subhadra Puja Gift Card: What It Is and How to Use It
Along with the Rs 5,000 cash transfer, Subhadra Yojana provides a gift voucher of Rs 500 twice a year (linked to the same two instalment dates). This voucher can be used at government-approved shops and merchants who have enrolled in the Subhadra e-commerce or voucher redemption system.
The gift card is credited to the beneficiary's Subhadra Yojana account linked to her mobile number. It cannot be withdrawn as cash.
It must be redeemed at approved merchants. The list of approved merchants is available on the Subhadra portal.
For many women in rural Odisha who have no history of digital transactions, this gift card was their first exposure to digital payments. The government's intent was to drive digital financial inclusion alongside the cash benefit.
If the gift card expires without redemption (expiry date varies, typically 90 days from issuance), it is forfeited. Do not let it lapse.
Check the Subhadra app or portal to see your voucher balance and use it before the expiry date.
Missed instalment: If you were an approved beneficiary but did not receive the Rs 5,000 on the release date, first wait 5 working days (bank processing delays are common). If still not credited, visit your bank branch with your Aadhaar and Subhadra ID.
The bank can verify DBT credit status. If bank shows no incoming transfer, register a grievance at subhadra.odisha.gov.in under the 'Complaint' section.
Wrong amount credited: Some early beneficiaries received partial amounts due to deduplication processes running mid-transfer. This was corrected in subsequent instalments.
If your amount was wrong, do not withdraw it immediately - let it stay in the account and raise a grievance. The system may auto-correct in the next cycle.
Name or Aadhaar mismatch: If the name in your Subhadra enrollment does not exactly match your Aadhaar, the DBT fails. Get your Aadhaar name corrected at a nearby Aadhaar centre before raising a grievance.
Transferred out of Odisha: Benefits continue to your registered bank account even if you move to another state, as long as the account stays active.
๐Which Odisha Women Are Not Getting Subhadra and Why
The scheme has an exclusion list that is applied during verification. Women from families that have any member earning above Rs 2.5 lakh per year are excluded.
This is verified using income tax return data and government payroll records. Women who are already receiving more than Rs 1,500 per month from any state or central government welfare scheme are excluded to avoid duplication.
This exclusion was controversial because it means women who receive PMAY housing assistance may be excluded even though housing and cash are different forms of support. Women above 60 years of age are excluded.
The scheme is meant for working-age women (21-60). Senior citizen women have separate schemes.
Women who hold an elected public office (Sarpanch, Ward member, MLA, MP) or are employed in government service are excluded. If you were excluded but believe you should qualify, you can raise a representation at your Block Development Officer with supporting documents.
Exclusions during the initial verification are not always final, especially in cases where the data used for exclusion was outdated or incorrect.
๐ณ๏ธSubhadra Yojana Verification and Data Accuracy Issues
When Subhadra Yojana was launched in September 2024, nearly 1 crore women were enrolled in the first phase using existing government databases. The data came from Aadhaar records, ration card databases, and SECC (Socio-Economic and Caste Census) data.
This meant many women found themselves enrolled without ever actively applying. However, automatic enrollment also brought data errors.
Some women found their bank account number was wrong in the system because the database had an old account that had since been closed. Others found their Aadhaar number was linked to a deceased family member by mistake.
These errors caused the DBT to fail. If you are enrolled but not receiving money, and you believe it is a data error, visit subhadra.odisha.gov.in and click the 'Update Details' section.
You can correct your bank account number and Aadhaar details online. After updating, the correction goes for verification and payment resumes within 30-45 days.
For women who are not enrolled at all despite qualifying: visit your nearest Common Service Centre (CSC) or block office with your Aadhaar and apply for inclusion. The government periodically opens fresh enrollment windows for women who were missed in the first phase.
Waiting for the next window is better than giving up. Odisha also set up dedicated Subhadra help camps at gram panchayats where staff can correct errors on the spot.
Check if your panchayat has scheduled a camp.
๐Income Limit and the Opt-Out Option
The family annual income should be within the scheme ceiling, generally up to Rs 2.5 lakh. Households that pay income tax are excluded regardless.
Better-off women can voluntarily opt out through the portal. Opting out lets the benefit be redirected to another eligible woman in Odisha.
๐งFixing a Pending or Rejected Status
A pending status usually means verification or e-KYC is incomplete. Both your application approval and e-KYC must be done before any instalment can land.
If the portal shows a fingerprint or biometric mismatch, you can complete a biometric update at your nearest Post Office. Many pending cases clear this way.
For a rejected status, the portal shows the reason. Correct that specific issue, then apply again in the next application window.
For unresolved problems, raise a grievance on the portal or call the official helpline 14678. You can also get help at a Mo Seva Kendra or your Block Office.
๐ก๏ธBeware of Agents and Fake Status Sites
No agent can speed up your Subhadra approval or guarantee a payment. The selection runs on official verification, not on who you pay.
Use only subhadra.odisha.gov.in, the helpline 14678, or your Mo Seva Kendra for real status. Other websites cannot see your actual record.
Your payment proof sits with your own bank, since money arrives by DBT. Check your passbook, SMS alerts or net banking to confirm a credit.
Most women use the Rs 10,000 a year for everyday needs. That covers household expenses, medical emergencies and children's schooling.
Some groups pool their instalments to start small enterprises without bank loans. The fixed August and March timing helps families budget around the credits.
