If inter-state

⚠️Pre-Transfer Checklist — Before Buying a Used Vehicle

Before you complete the payment for a used vehicle, verify: 1. CHECK VEHICLE STATUS ON parivahan.gov.in: - Go to Parivahan → 'Check Hypothecation Status' → enter registration number - Verify: Vehicle is NOT hypothecated (no pending loan) - If hypothecated (loan active), seller must get NOC from financing bank FIRST — then transfer happens 2.

CHECK FOR PENDING CHALLANS: - Go to echallan.parivahan.gov.in → enter registration number - Check if there are pending traffic challans/fines - Seller is responsible for paying all pending challans — get confirmation or payment receipts 3.

CHECK OWNERSHIP & HISTORY: - Get vehicle's ownership history from seller (how many previous owners) - Check insurance is transferable (some insurance lapse when ownership changes) - Take a test drive and verify chassis number & engine number match RC 4.

GET INSURANCE TRANSFERRED: - Contact seller's insurance company — transfer policy to your name - OR get a fresh insurance policy from your insurer - Insurance MUST be in your name before RC transfer — many RTOs won't process without it 5.

GET VALID PUC CERTIFICATE: - Vehicle needs current Pollution Under Control (PUC) certificate - If PUC expired, get it renewed before applying for RC transfer - PUC is valid for 6 months to 1 year depending on vehicle age

RC transfer is mandatory within 30 days of vehicle purchase. Failure to transfer attracts a penalty and the vehicle cannot be legally insured or sold further in your name.

📝Step-by-Step RC Transfer Process

1
Check if NOC is needed (inter-state vs intra-state)
Same state: No NOC needed. Different state: Seller must get NOC (No Objection Certificate) from their RTO. The seller applies at their RTO for NOC on parivahan.gov.in. Fee: ₹200-500. Processing: 7-15 days. NOC is valid for 6 months — seller should get it near the time of sale.
2
Seller signs Form 29 and Form 30
Form 29: Notice of transfer of ownership. Form 30: Application for registration of transfer of vehicle. Both forms are available at RTO office free or downloadable from parivahan.gov.in. BOTH parties (buyer + seller) must sign these forms. These are crucial documents — get signatures in front of witnesses if possible.
3
Get insurance transferred to your name
Contact seller's insurance company with: old insurance policy number, seller's details, and buyer's (your) details. Get a letter from insurer confirming transfer. OR apply for fresh insurance policy from your chosen insurer in your name. Upload this insurance transfer letter/new policy document during online application.
4
Buyer applies online at parivahan.gov.in (Sarathi)
Go to parivahan.gov.in → Select your state → Sarathi portal → 'Services' → 'Transfer of Ownership' → Enter vehicle registration number → Fill buyer's (your) details: name, address, Aadhaar, mobile number. This generates an online application with a reference number.
5
Upload documents during online application
Upload (as PDF/JPEG, each <500KB): (1) Form 29 (signed by both), (2) Form 30 (signed by both), (3) Original RC book scanned, (4) Buyer's Aadhaar, (5) Seller's Aadhaar, (6) Buyer's address proof (utility bill/bank statement), (7) Seller's address proof, (8) Insurance transfer letter or new policy in buyer's name, (9) Valid PUC certificate, (10) NOC (if inter-state), (11) Any other orignal documents like sale deed or receipt.
6
Pay transfer fee online
Intra-state (same state): ₹500-600. Inter-state (different state): ₹500-600 + road tax of destination state. Road tax: ₹5,000-50,000+ depending on vehicle age, type, and engine capacity. Example: 10-year-old sedan, inter-state transfer to state with high tax = ₹15,000 road tax + ₹600 transfer = ₹15,600. Pay via net banking, debit card, or UPI.
7
Book appointment at your RTO for vehicle inspection
After online payment, Sarathi portal allows you to book an appointment at your nearest RTO for physical vehicle inspection and document verification. Choose convenient date and time. Some RTOs have online slot booking; some require visiting in person. Most RTOs process inspections within 3-7 days.
8
Visit RTO on appointment day with vehicle and documents
Bring: (1) Printed application receipt from Sarathi, (2) Original documents: buyer's Aadhaar, seller's Aadhaar, insurance policy, PUC certificate, (3) Signed Form 29 & 30, (4) NOC (if inter-state), (5) The original RC book (seller hands this to you), (6) Your vehicle for physical inspection.
9
Vehicle inspection at RTO — chassis & engine number verification
RTO staff verify: (1) Chassis number on vehicle matches RC and Form 29/30, (2) Engine number matches RC, (3) Vehicle condition is acceptable, (4) No visible damage affecting registration, (5) PUC certificate is valid. Physical inspection takes 30-60 minutes. Both buyer and seller should be present (seller's presence optional if document signatures are clear). After inspection approval, you get a receipt.
10
RC updated to buyer's name — Smart card issued
After inspection, RTO processes the transfer in their system. New RC book is prepared with your (buyer's) name as the owner. Smart card RC is printed and mailed to your registered address via post in 7-15 days. Digital RC is available on Parivahan/DigiLocker portal immediately — you can download and use it as proof. Until smart card arrives, use the inspection receipt + digital RC as proof of ownership.

📋RC Transfer for Special Cases

GIFTED VEHICLE: Instead of sale deed, prepare a GIFT DEED on stamp paper (₹50-100). Get notarized.

Gift deed must declare: vehicle details, giver's name, receiver's name, that it's a free gift without any monetary consideration. Otherwise, process is same as sale transfer.

INHERITED VEHICLE: Prepare SUCCESSION CERTIFICATE from civil court OR LEGAL HEIR CERTIFICATE from Gram Panchayat/municipal authority. Attach: death certificate of previous owner + succession certificate.

RTO processes inheritance transfers — can take 30-60 days due to documentation verification. HYPOTHECATED VEHICLE (with active loan): Vehicle is still mortgaged to the financing bank.

Seller must get NOC (No Objection Certificate) from financing bank first — this confirms the loan is closed or will be closed. Then proceed with normal transfer process.

VEHICLE WITH PENDING CHALLANS: All pending traffic challans must be cleared before transfer. Check echallan.parivahan.gov.in for pending challans.

Seller must pay all fines. Once paid, you can proceed with transfer.

⚖️Why RC transfer is mandatory and what happens if you skip it

Under Section 50 of the Motor Vehicles Act 1988, the buyer of a used vehicle must apply for transfer of ownership to the registering authority within 30 days of purchase. The seller must also report the transfer within 14 days.

Failure to transfer RC is not just a paperwork issue — it has serious legal and financial consequences.

If the vehicle is involved in an accident while RC is still in the seller's name, the seller is legally liable — not you (the actual owner). Insurance claims can be rejected because the policy is in the previous owner's name.

If the previous owner has outstanding traffic challans or EMIs, those become your problem because the vehicle is officially still theirs.

The penalty for not transferring RC within 30 days varies by state — typically Rs 500-5,000. But the bigger risk is that traffic police can impound a vehicle if the person driving it is not the registered owner and cannot prove a transfer is in process.

In cities like Delhi, Mumbai, and Bangalore where automated challan systems use ANPR cameras, fines go to the registered owner — creating confusion and disputes.

📱Online RC transfer — Parivahan portal

Step 1: Visit parivahan.gov.in → Online Services → Vehicle Related Services → Select your state → Transfer of Ownership. You can also use the mParivahan app on Android/iOS. Log in with your mobile number and OTP.

Step 2: Enter the vehicle registration number (e.g., DL 1C AB 1234). The portal shows the current registered owner, vehicle details (make, model, chassis number, engine number), and registration validity.

Verify that these details match the vehicle you purchased — if there's a mismatch, don't proceed (the vehicle might be stolen or have tampered documents).

Step 3: Fill the transfer application: buyer's name, address, Aadhaar number, and relationship to seller (purchase). Upload required documents (listed in the next section).

Pay the transfer fee online — amount varies by state and vehicle type (Rs 300-500 for two-wheelers, Rs 500-1,500 for four-wheelers).

Step 4: After online submission, take an appointment for physical verification at your RTO (Regional Transport Office). The RTO inspector checks the vehicle's chassis number and engine number against the RC details.

If everything matches, the RTO processes the transfer. New RC in the buyer's name is dispatched within 15-30 days by post.

Note: Not all states have fully online RC transfer yet. States like Delhi, Maharashtra, Karnataka, Tamil Nadu, and Gujarat have mature online systems. Other states may require you to visit the RTO for the complete process. Check parivahan.gov.in for your state's available online services.

🏛️Offline RC transfer — at the RTO

If online transfer isn't available in your state, or if you prefer the offline route, visit your jurisdictional RTO with the following process. Both buyer and seller should ideally visit together — though the seller can authorize through a notarized letter if unable to attend.

Fill Form 29 (Notice of Transfer of Ownership — filled and signed by BOTH buyer and seller) and Form 30 (Report of Transfer of Ownership — filled by the buyer). These forms are available at the RTO office or downloadable from parivahan.gov.in.

Both forms require details of buyer, seller, vehicle, and the date and nature of transfer (sale, gift, inheritance).

Submit the forms at the RTO counter along with all required documents and fees. The RTO issues an acknowledgment receipt with a date for vehicle inspection.

On the inspection date, bring the vehicle to the RTO — the inspector verifies chassis and engine numbers. After successful inspection, the RTO processes the transfer and issues new RC within 15-30 days.

If the vehicle is financed (loan not fully paid): The transfer requires a No Objection Certificate (NOC) from the financing bank or NBFC confirming the loan is fully repaid. If the loan is still active, the buyer must either pay off the remaining EMIs or get the loan transferred to their name with the bank's written consent.

RC transfer without loan closure NOC is illegal and will be rejected by the RTO.

📄Documents required — complete checklist

From the SELLER: Original RC (Registration Certificate) of the vehicle, valid insurance certificate (transferred to buyer or new policy in buyer's name), PUC (Pollution Under Control) certificate — must be valid, Form 28 (NOC from RTO if transferring to a different state), Form 29 signed by seller, Form 35 (hypothecation termination form — if vehicle was under loan, showing loan is closed), and seller's address proof (Aadhaar/voter ID/passport).

From the BUYER: Form 29 and Form 30 filled and signed, address proof (Aadhaar card — address should match the RTO jurisdiction), identity proof (PAN card/passport/voter ID), passport-sized photographs (2-4 depending on state), and self-declaration of the purchase (sale deed/agreement or sale receipt mentioning vehicle details, amount paid, and date of sale).

Additional documents for specific situations: If seller is deceased — death certificate + legal heir certificate + succession certificate. If vehicle is inherited — will copy or court order.

If vehicle is a gift — gift deed on stamp paper. If transfer is between family members — relationship proof (marriage certificate, birth certificate).

If vehicle is company-owned — board resolution authorizing the sale + company PAN + authorized signatory ID.

Insurance transfer: This is often forgotten but equally important. Contact the existing insurance company (or the buyer's preferred insurer) to transfer the policy to the new owner's name.

Carry: RC copy (old + new), sale deed, buyer's ID proof, and existing insurance policy document. Insurance transfer is free in most cases — the insurer simply endorses the new owner's name on the existing policy.

💰RC transfer fees — state-wise breakdown

Transfer fee is set by each state's transport department and varies significantly. Delhi: Rs 300 (two-wheeler), Rs 500 (four-wheeler under 1000cc), Rs 750 (four-wheeler above 1000cc).

Maharashtra: Rs 300-500 depending on vehicle age and type. Karnataka: Rs 300 (two-wheeler), Rs 600 (four-wheeler).

Tamil Nadu: Rs 200-400. UP: Rs 250-500.

Gujarat: Rs 300-600.

Additional charges: Hypothecation endorsement fee (if adding new loan): Rs 100-300. Hypothecation termination fee (if removing old loan): Rs 100-200.

NOC fee (for interstate transfer): Rs 150-500. Fitness certificate renewal (if expired during transfer): Rs 200-400.

Smart card RC fee (for new format RC): Rs 200-300.

Total cost of RC transfer: Budget Rs 1,000-3,000 for the complete process including government fees, stamp paper for forms, and parking/transport costs for RTO visits. This is a small cost compared to the legal and financial risks of not transferring — a single insurance claim rejection on an untransferred vehicle can cost lakhs.

Payment mode: Government fees can be paid online (through Parivahan portal — UPI, net banking, credit/debit card) or at the RTO counter (cash or demand draft — some RTOs now accept UPI). Online payment is recommended — it creates a digital receipt that speeds up processing and eliminates cash-counter queues.

🚗Interstate RC transfer — NOC process

When you buy a vehicle registered in one state and want to register it in another (e.g., buying a Delhi-registered car while living in Bangalore), you need an interstate transfer with NOC. The process is more complex and takes 30-60 days.

Step 1: Get NOC from the original state's RTO. The seller (or buyer with seller's authorization) applies at the RTO where the vehicle is currently registered.

Fill Form 28. The RTO issues NOC within 7-15 days after verifying there are no pending challans, loans, or legal cases against the vehicle.

The NOC is valid for 6 months.

Step 2: Apply for re-registration at the new state's RTO. Submit: NOC from original state, existing RC, insurance, PUC, buyer's address proof (new state address), and pay the road tax for the new state.

Road tax is the biggest cost in interstate transfer — it can be Rs 5,000-50,000+ depending on the vehicle value and new state's tax rate.

Step 3: The new state's RTO issues a new registration number (your car gets a new number plate with the new state's code). A new RC is issued within 15-30 days.

The old registration is cancelled automatically. Update your insurance policy with the new registration number immediately after receiving the new RC.

Road tax refund: Some states offer proportional road tax refund for the unused period on the old registration. Check with the original state's RTO — the refund process is slow (3-6 months) but worth pursuing for vehicles with several years of remaining tax paid.

Delhi, Maharashtra, and Karnataka have online refund application processes.

⚠️Common problems and how to avoid them

Problem 1: Seller is unreachable after purchase. Solution: Get all documents BEFORE making final payment.

Insist on the seller signing Form 29 and Form 30 at the time of sale — not later. If the seller disappears, you'll need their signed forms to complete the transfer.

Without their signature, the RTO cannot process the transfer and you're stuck with a vehicle you legally don't own.

Problem 2: Outstanding loan on the vehicle. Solution: Before buying any used vehicle, check the Vahan portal (vahan.parivahan.gov.in) for hypothecation status.

If the vehicle shows 'Hypothecated to [bank name],' the loan is still active. Don't buy until the seller provides Form 35 (hypothecation termination) with the bank's NOC confirming full loan repayment.

Problem 3: Vehicle has pending traffic challans. Solution: Check pending challans at echallan.parivahan.gov.in using the vehicle registration number.

Outstanding challans must be cleared before RC transfer. The RTO will reject transfer applications for vehicles with unpaid challans.

Make the seller clear all challans before finalizing the sale.

Problem 4: RC and chassis/engine number mismatch. Solution: This indicates the vehicle may have replaced major components (engine swap) without RTO endorsement, or worse, the vehicle might be stolen or assembled from multiple vehicles.

Do NOT proceed with the purchase. Report to the nearest police station and RTO.

A genuine mismatch (authorized engine replacement) should have RTO endorsement on the RC.

💡Tips for smooth RC transfer

Tip 1: Do everything within 30 days. The penalty for late transfer increases with delay. Some RTOs become suspicious of very late transfers (6+ months after purchase) and may require additional verification. Transfer promptly to avoid complications and demonstrate good faith.

Tip 2: Get vehicle insurance in your name on day 1. Even before RC transfer is complete, get a new insurance policy or transfer the existing one to your name.

This protects you financially from day one. Insurance companies can issue policies to the buyer based on the sale deed — they don't wait for RC transfer completion.

Tip 3: Use a vehicle history check service. Services like CarDekho Vehicle History, Droom History, or the Vahan portal show registration history, loan status, insurance claims, blacklisting status, and challan history. A Rs 99-299 history report can save you from buying a problematic vehicle.

Tip 4: Keep photocopies of everything. Before submitting original documents at the RTO, make 3 photocopies of each document.

Keep one set for yourself, submit one with the application, and keep one as backup. RTOs have been known to lose documents — your copies are your insurance against bureaucratic mishaps.

Transfer within 30 days or face penalties

💡Transfer within 30 days or face penalties

The Motor Vehicles Act mandates RC transfer within 30 days of vehicle purchase. After 30 days, you face a penalty of Rs 500-5,000 depending on your state. More importantly, insurance claims on vehicles with untransferred RC can be rejected, and traffic challans continue going to the previous owner — creating legal disputes. Don't delay — start the process within a week of purchase.

Check vehicle history before buying — it's Rs 99-299

💡Check vehicle history before buying — it's Rs 99-299

Before buying any used vehicle, check its history on vahan.parivahan.gov.in (free basic check) or CarDekho/Droom (Rs 99-299 detailed report). Verify: Is the RC genuine? Are there pending loans? Is the vehicle blacklisted or stolen? Are there unpaid challans? A 5-minute check saves you from potentially buying a vehicle with legal problems that cost lakhs to resolve.

Every year, thousands of used car buyers face insurance claim rejections because they didn't transfer the RC to their name. The insurance company says the policy is in someone else's name. The RTO says the vehicle isn't yours. A Rs 1,000 RC transfer fee prevents a Rs 5-10 lakh insurance disaster. Transfer your RC — it's not optional paperwork, it's financial protection.

🏍️RC transfer for two-wheelers — simplified process

Two-wheeler RC transfer is simpler and cheaper than four-wheelers. The process is identical — Form 29, Form 30, document submission, and RTO inspection — but the fees are lower (Rs 300-500 vs Rs 500-1,500 for cars). Inspection is also faster since two-wheelers have fewer components to verify.

For two-wheelers under Rs 1 lakh sale value, many RTOs accept a simple sale receipt instead of a formal sale deed. This receipt should mention: seller's name, buyer's name, vehicle registration number, chassis number, engine number, sale amount, and date. Both parties sign the receipt. Keep 3 copies — one for RTO, one for buyer, one for seller.

Electric two-wheelers (Ola, Ather, TVS iQube) follow the same RC transfer process. However, battery condition documentation is important — get the seller to provide battery health report from the manufacturer's authorized service center. Electric vehicle batteries degrade over time and replacement costs Rs 30,000-80,000. Battery health should be a negotiation factor in the purchase price.

Scooters and bikes bought through OLX, Quikr, or Facebook Marketplace carry higher fraud risk. Always verify the vehicle at vahan.parivahan.gov.in before meeting the seller. Meet at a safe public location. Inspect the vehicle thoroughly. Check if chassis number on the vehicle matches the RC. If anything seems off — vehicle identification marks are tampered, RC looks photocopied, or seller avoids answering questions — walk away.
