📖What Har Chhatravritti Is
Har Chhatravritti was launched to improve the Gross Enrolment Ratio of SC and BC students in higher education by removing the financial barrier of upfront fee payment. Any eligible SC or BC student who has not yet applied is missing financial support that directly covers their institutional fee obligations.
To be eligible for the Post Matric Scholarship for SC students, the applicant must be a permanent resident and domicile of Haryana. The annual income of the parents or guardian from all sources must not exceed Rs 2,50,000 as reported in the Parivar Pehchan Patra Family ID.
The applicant must belong to a Scheduled Caste as recognised in Haryana and must be studying in a government, government-aided, or self-financing college recognised by the state. The student must maintain an attendance of at least 75 percent throughout the academic year for the scholarship to continue.
The Post Matric Scholarship covers a wide range of institutions including government universities, UGC-recognised colleges, deemed universities, and private professional institutions affiliated with state or central universities. Students from Class 11 onwards up to the post-doctoral level are eligible to apply through the portal.
Har Chhatravritti also accepts students enrolled in courses at institutions of national importance such as IITs, NITs, and central universities, provided the student meets the Haryana domicile, category, and income criteria. The scholarship is payable for ten months in an academic year. Students who are not promoted to the next class or level at the end of the year lose their scholarship for that year, and the award is never extended beyond the standard duration of the course.
The Freeship Card is an important feature of the Har Chhatravritti system that allows eligible students to register at a college without paying fees at the time of admission. The institution accepts this card as a formal commitment from the state government that the scholarship amount will be transferred to the student's account within seven working days.

The PPP integration in Har Chhatravritti significantly reduces paperwork because income and demographic data is pulled directly from the household Family ID database. Students whose Family ID at meraparivar.haryana.gov.in shows the correct category and income data will complete the application process with minimal document uploading.

⚠️Common Reasons for Rejection
Students who are domiciled in Haryana but hold an SC or BC certificate from another state are not eligible for the Haryana Post Matric Scholarship. Both the Haryana domicile certificate and the Haryana state-issued category certificate are mandatory for the application to be accepted.
All children of the same parent or guardian are individually eligible to apply for the scholarship if each child independently meets the eligibility criteria. The scheme does not limit scholarship awards to a single child per household, unlike some other state welfare programmes.
