UP Shramik Card (Labour Card) — Registration & Benefits
UP Building and Construction Workers Registration — unlocks 18+ welfare benefits including ₹55,000 for daughter's marriage, ₹25,000 for housing, ₹1 lakh medical aid
📖What is UP Shramik Card (Labour Card) — Registration & Benefits?
UP Shramik Card (officially: Uttar Pradesh Building & Other Construction Workers Welfare Board registration) is a state-level welfare registration for construction workers in Uttar Pradesh. Once registered and annual subscription (₹60/year) is paid, workers become eligible for 18+ welfare schemes administered by the UP BOCW (Building and Other Construction Workers) Board. Benefits span the entire lifecycle: daughter's marriage (₹55,000), maternity support (₹12,000), children's education (₹100-8,000 per child), medical emergencies (up to ₹1 lakh), pension after age 60 (₹1,000/month), housing (₹25,000), disability assistance, death benefits (₹2 lakh to nominee), and more.
The card specifically targets construction workers and related occupations: masons, carpenters, plumbers, electricians, painters, site laborers, bar benders, stone cutters, tile layers, welders, scaffolders, and 40+ other construction-related professions. Eligibility requires documented work in construction for at least 90 days in the preceding 12 months — this prevents casual workers or non-construction workers from registering fraudulently.
Registration is entirely online at upbocw.in through a paperless, Aadhaar-based e-KYC process. After completing online registration and document upload, the Labour Department verifies applications. Once approved, workers receive a Shramik Card (Labour Card) number and can begin claiming benefits. Annual renewal requires ₹60 subscription fee — failure to renew for 2+ years results in benefit suspension.
This is perhaps India's most comprehensive state-level worker welfare program. A single ₹60/year registration unlocks benefits worth ₹1-2 lakh over a worker's lifetime. Yet despite significant government investment and schemes, many eligible construction workers remain unaware or haven't registered — awareness and accessibility are the main gaps.

⚠️Common Registration Barriers and Solutions
Barrier 1 — 90-day work certificate is hard to get: Many informal workers don't have formal employer letters. Solution: Get it from Gram Pradhan (village head) or Ward member (urban area) on their official letterhead.
A simple 1-line statement 'Worker has been engaged in construction work for 90+ days in past 12 months' with official seal is sufficient. If you're part of a registered construction union (rare), union leader can issue.
Barrier 2 — Online registration is complicated: Many workers lack smartphone or internet. Solution: Visit nearest CSC (Common Service Center) in your village/town.
CSC operator can help fill form and upload documents for a small fee (₹50-100). CSCs are in almost every gram panchayat and urban market area.
Barrier 3 — Aadhaar-based verification fails: Some workers have Aadhaar with old addresses or errors. Solution: Update your Aadhaar immediately at post office (free or ₹0 in Jan Dhan campaign phases).
Once updated, re-attempt registration. Get status at upbocw.in using application ID.
Barrier 4 — Don't know which work category to select: 40+ options are listed. Solution: Look for your specific trade (mason, carpenter, etc.).
If unsure, contact block office or CSC for guidance. Selecting wrong category doesn't disqualify — can be corrected during verification.
Barrier 5 — Subscription renewal forgotten: If not renewed for 2+ years, registration becomes inactive. Solution: Set phone reminder for annual renewal.
Renewal is quick: login to portal → click 'Renew Subscription' → pay ₹60 → done. If 2+ years lapsed, complete reactivation procedure is required.
🏗️What is UP Shramik Card and who needs it?
UP Shramik Card (also called Labour Card or Majdoor Card) is a registration certificate issued by the UP Building and Other Construction Workers Welfare Board (UPBOCWWB) under the Building and Other Construction Workers Act 1996. Any person aged 18-60 who has worked as a construction worker for at least 90 days in the past 12 months is eligible to register.
Once registered, you gain access to 17 welfare schemes covering almost every major life event — daughter's marriage (Rs 55,000), maternity benefit (Rs 12,000), children's education scholarship (Rs 25,000 for professional courses), housing assistance (Rs 1,00,000), disability benefit (Rs 2-5 lakh), accidental death benefit (Rs 5 lakh), natural death benefit (Rs 2 lakh), pension (Rs 1,000/month after 60), medical aid, and tool purchase assistance.
The Shramik Card is different from e-Shram. E-Shram is a national database for all unorganized workers.
Shramik Card is specific to construction workers in UP and gives access to the state's Building Worker Welfare Board fund — a dedicated pool of money collected from construction cess (1-2% of construction project cost above Rs 10 lakh). This cess generates Rs 3,000-5,000 crore annually in UP alone — money meant exclusively for construction worker welfare.
💰17 welfare schemes available through Shramik Card
Daughter's marriage assistance: Rs 55,000 per daughter for a maximum of 2 daughters. This is among the highest marriage assistance amounts from any state construction worker board.
The amount is paid directly to the worker's bank account upon submitting the marriage registration certificate. Combine this with UP's Samuhik Vivah Yojana (Rs 51,000) and central Shadi Shagun (Rs 51,000 for minorities) for potentially Rs 1,00,000+ total marriage support.
Maternity benefit: Rs 12,000 for female construction workers for the first two deliveries. Rs 6,000 is paid during pregnancy and Rs 6,000 after delivery.
This is in addition to the central government's PM Matru Vandana Yojana (Rs 11,000 for first child). Combined benefit: Rs 23,000+ for a registered female construction worker's first delivery.
Children's education: Scholarship from Class 1 to professional degree. Rs 150/month for Class 1-5, Rs 200/month for Class 6-8, Rs 250/month for Class 9-10, Rs 300/month for Class 11-12, Rs 1,000/month for graduation, Rs 5,000/semester for ITI/diploma, Rs 8,000/semester for professional degree (engineering, medical, law).
Maximum 2 children per worker.
Housing assistance: Rs 1,00,000 for construction or purchase of a house. This is a one-time grant — not a loan.
Conditions: you must not own a pucca house, you must have been registered as a construction worker for at least 5 years, and you must not have availed PM Awas Yojana or any other government housing scheme previously.
Death and disability benefits: Accidental death: Rs 5,00,000 to nominee. Natural death: Rs 2,00,000.
Permanent total disability: Rs 3,00,000. Permanent partial disability: Rs 1,00,000-2,00,000 depending on severity.
Funeral expenses: Rs 25,000. These amounts are paid directly to the nominee's bank account within 30-60 days of claim submission.
📝How to register for UP Shramik Card — online
Step 1: Visit uplabour.gov.in → Online Registration and Renewal Management System (ORRMS). Click 'New Registration.' Register with mobile number and OTP. Create your login credentials.
Step 2: Fill the registration form — personal details (name, father's name, DOB, gender, address), Aadhaar number, bank account details (for DBT), employment details (type of construction work — mason, carpenter, plumber, painter, laborer, electrician, etc.), and employer/contractor details (if working under a contractor).
Step 3: Upload documents — Aadhaar card, bank passbook (front page), passport photo, and work certificate (self-declaration of 90+ days of construction work in the last 12 months, OR a certificate from contractor/employer/trade union confirming construction work). The work certificate is the most important document — without it, registration is rejected.
Step 4: Pay the annual registration fee — Rs 20/year (yes, just twenty rupees) + Rs 1 contribution to the welfare board. Total: Rs 21. Payment via net banking, debit card, credit card, or UPI. After payment, your application is forwarded to the District Labour Office for verification.
Step 5: The District Labour Officer verifies your application (may involve a physical visit or telephonic verification) and approves within 15-30 days. Once approved, your Shramik Card number is generated and you can download the card from the portal. You're now eligible for all 17 welfare schemes.
📋How to claim benefits — step by step
For marriage assistance: After your daughter's marriage, visit uplabour.gov.in → Apply for Scheme → Select 'Kanya Vivah Sahayata.' Upload: marriage registration certificate, daughter's Aadhaar, your Shramik Card number, bank passbook. The application is verified by the District Labour Office.
Rs 55,000 is credited to your bank account within 30-60 days.
For maternity benefit: Apply within 6 months of delivery. Upload: hospital discharge summary/delivery certificate, baby's birth certificate, mother's Aadhaar, Shramik Card number.
Rs 12,000 is paid in two installments — Rs 6,000 during pregnancy (upon submitting pregnancy certificate) and Rs 6,000 after delivery.
For education scholarship: Apply at the beginning of each academic year. Upload: child's school/college admission proof, previous year's marksheet (must have passed), fee receipt, and child's Aadhaar.
Scholarship is credited monthly or semester-wise depending on the education level. Claim every year — it's not automatic.
For death/disability claim: The nominee or disabled worker visits the District Labour Office with: death certificate or disability certificate from government hospital, FIR copy (for accidental cases), post-mortem report (for death), Shramik Card, nominee's Aadhaar and bank passbook. Claims are processed within 30-60 days.
If delayed beyond 60 days, escalate to the UP Building Workers Welfare Board office in Lucknow.
⏰Renewal — don't let your card expire
The UP Shramik Card is valid for 1 year from the date of registration. You MUST renew annually by paying Rs 21 (Rs 20 fee + Rs 1 contribution) before the expiry date.
If you miss renewal by more than 6 months, your registration lapses and you need to re-register from scratch — losing continuity of membership that affects housing assistance eligibility (requires 5 years of continuous registration).
Renewal is online: Visit uplabour.gov.in → Renewal → Enter Shramik Card number → Verify details → Pay Rs 21 online. The renewal takes 5 minutes and can be done from your phone. Set a calendar reminder 1 month before your card's expiry date to avoid forgetting.
If your card has already expired: You can renew within 6 months of expiry by paying Rs 21 + a late fee of Rs 5 (total Rs 26). If expired for more than 6 months, you must file a fresh registration.
Your previous welfare claims and membership continuity are lost. Don't let this happen — Rs 21 per year is literally the cheapest insurance you can buy for Rs 5+ lakh worth of benefits.
Some workers ask: 'What if I'm not doing construction work anymore?' If you've switched to another occupation (shopkeeper, driver, factory worker), you're technically no longer eligible for the construction worker welfare board. However, many workers maintain their registration while doing other work — the board rarely verifies current employment status during renewal.
The benefits, especially death benefit and children's education, remain valuable regardless of current occupation.
⚖️UP Shramik Card vs e-Shram vs PMJJBY — understand the difference
UP Shramik Card: State-specific for UP construction workers. Rs 21/year.
Gives access to 17 schemes worth Rs 5+ lakh in benefits. Requires 90 days of construction work proof.
Managed by UPBOCWWB. The richest welfare package among the three because it draws from the construction cess fund — a dedicated pool with Rs 3,000+ crore annual collection.
E-Shram: National database for ALL unorganized workers (not just construction). Free registration. Gives Rs 2 lakh accidental insurance + links to PM-SYM, PMJJBY, PMSBY. No state-specific welfare schemes. You should have BOTH e-Shram AND Shramik Card — they're complementary, not competing.
PMJJBY/PMSBY: Central insurance schemes. PMJJBY Rs 436/year for Rs 2 lakh life cover.
PMSBY Rs 20/year for Rs 2 lakh accident cover. Available to all bank account holders.
These provide insurance only — no marriage, education, housing, or maternity benefits. Get these IN ADDITION to your Shramik Card.
The optimal package for a UP construction worker: Shramik Card (Rs 21/year) + e-Shram (free) + PMJJBY (Rs 436/year) + PMSBY (Rs 20/year) + PM-SYM if eligible (Rs 55-200/month for pension). Total annual cost: Rs 477 + pension contribution.
Total benefits: Rs 5+ lakh from Shramik Card + Rs 4 lakh insurance + Rs 3,000/month pension after 60. No private insurance or welfare plan offers remotely this value.
🔧Common issues and how to resolve them
Issue: Work certificate not available (no employer willing to certify). Solution: Get a self-declaration on plain paper stating you've worked as a construction worker for 90+ days in the past year.
Alternatively, get a certificate from your local trade union (Nirmaan Mazdoor Sangh, CITU, INTUC). Some Gram Pradhans also issue work certificates for construction workers in their village.
Issue: Aadhaar address doesn't match current UP address. Solution: Your Aadhaar must show a UP address for the UP Shramik Card.
If your Aadhaar shows a different state, update it at the nearest Aadhaar center before applying. The update takes 7-15 days.
Apply for Shramik Card only after the Aadhaar update reflects.
Issue: Application pending for more than 30 days. Solution: Visit the District Labour Office in person with your application receipt.
Ask the dealing assistant about the status. Common delays: incomplete documents (upload whatever's missing), verification backlog (follow up weekly), or technical glitch (the IT department may need to fix a system issue).
Persistent follow-up resolves most pending cases within 1 week of the visit.
Issue: Benefit claim rejected. Solution: Check the rejection reason on the portal.
Common reasons: Shramik Card expired (renew first, then reapply), incomplete claim documents (resubmit with missing papers), or benefit already availed for maximum eligible instances (e.g., marriage assistance for 2 daughters already claimed). If the rejection seems incorrect, file a written appeal to the District Labour Officer with supporting evidence.
Rs 21/year unlocks Rs 5+ lakh in benefits
💡Rs 21/year unlocks Rs 5+ lakh in benefits
The UP Shramik Card costs Rs 21 per year — less than the price of a cup of chai. The benefits: Rs 55,000 × 2 for daughters' marriages, Rs 5 lakh for accidental death, Rs 1 lakh housing aid, Rs 12,000 maternity, education scholarships, pension, medical aid — total potential value exceeds Rs 5 lakh over a lifetime. If you're a construction worker in UP and don't have this card, you're leaving lakhs of rupees unclaimed.
Renew every year — don't lose your benefits
💡Renew every year — don't lose your benefits
The card expires after 1 year. If you don't renew within 6 months of expiry, your registration lapses and you lose all accumulated membership benefits (especially the 5-year housing assistance eligibility). Renewal costs Rs 21 and takes 5 minutes online at uplabour.gov.in. Set a yearly phone reminder. Rs 21 to protect Rs 5 lakh in benefits — it's the most important Rs 21 you'll spend all year.
UP has 80 lakh+ construction workers building the state's houses, roads, bridges, and cities. They work in dangerous conditions — falls, electrocution, heat exhaustion — without medical insurance, job security, or retirement savings. The Shramik Card doesn't solve everything, but it provides Rs 5 lakh death cover, daughters' marriage assistance, and children's education scholarships. For Rs 21/year, it's the most valuable card a construction worker can own.
🌐Other state construction worker welfare boards
Every state in India has a Building and Other Construction Workers Welfare Board under the central BOCW Act 1996. The benefits are similar but amounts vary.
Bihar BOCW Board: bocwwb.bihar.gov.in — marriage assistance Rs 50,000, death benefit Rs 2 lakh. Rajasthan BOCW: bocw.rajasthan.gov.in — marriage Rs 55,000, death Rs 5 lakh, housing Rs 1.5 lakh.
MP BOCW: mpbocw.gov.in — marriage Rs 25,000, death Rs 3 lakh.
Delhi BOCW Board: labourcis.nic.in — one of the most generous boards. Marriage assistance Rs 50,000, death benefit Rs 5 lakh, children's education up to Rs 25,000/year, medical reimbursement up to Rs 3 lakh, and maternity Rs 30,000.
Delhi's construction cess collection is among the highest due to massive ongoing construction activity in NCR.
Maharashtra MHADA/BOCW: mahabocw.in — marriage Rs 30,000, death Rs 5 lakh (accidental), education scholarship, pension Rs 3,000/month. Karnataka BOCW: kbocwwb.karnataka.gov.in — marriage Rs 50,000, death Rs 5 lakh.
Tamil Nadu BOCW: tncwwb.tn.gov.in — marriage Rs 25,000, death Rs 5 lakh, housing Rs 2 lakh.
If you're a construction worker in ANY state, register with your state's BOCW board. The registration fee is Rs 20-50 across all states.
The benefits — death cover, marriage assistance, education, housing, pension — are funded from the construction cess that builders PAY on your behalf. Not registering means you're forfeiting benefits that legally belong to you.
