Yuva Nidhi (meaning 'youth fund') is Karnataka's flagship unemployment allowance scheme introduced by the Congress government under Chief Minister Siddaramaiah after winning the May 2023 Karnataka Legislative Assembly elections. The scheme was formally launched on 3 July 2023 as the first of the Congress government's five election guarantees to be operationalized.
The scheme specifically addresses the gap between completing education and finding employment, a period during which many young graduates and diploma holders in Karnataka have no income and are financially dependent on their families. The monthly allowance is intended to support their job search, skill development and living expenses during this transition period.

📖What Is the Yuva Nidhi Scheme
Graduates holding an undergraduate or postgraduate degree from a recognized university in Karnataka receive Rs 3,000 per month, while diploma holders from recognized polytechnic institutions or vocational boards receive Rs 1,500 per month under Yuva Nidhi. Both categories receive this allowance for up to two years or until they secure employment, whichever happens first.
The scheme is named 'Yuva Nidhi' to signal that this is not charity but an investment in Karnataka's youth. 'Yuva' means youth and 'Nidhi' means fund or treasure in Kannada and Sanskrit, and the naming reflects the government's framing of the scheme as a youth welfare fund rather than an unemployment benefit.
To be eligible for Yuva Nidhi, the applicant must be a permanent resident of Karnataka and must have completed their degree or diploma course from a recognized institution in Karnataka in or after the academic year 2022-23. Those who passed their final qualifying examination before 2022-23 are not eligible under the current scheme norms.
The minimum age for Yuva Nidhi is 21 years and the maximum is 40 years. This relatively wide age range is intended to include those who completed their degree or diploma later than the typical age due to gap years, family responsibilities, or multiple attempts at examinations.
You can only apply after being unemployed for at least six months from the date you passed your degree or diploma. The allowance is not paid from the day you graduate.

✅Who Is Eligible
A key eligibility condition is that the applicant must have been unemployed for at least six months after passing their qualifying examination before applying. The scheme is not meant for fresh graduates who are still actively in the process of completing their studies or just beginning their job search immediately after passing.
Applicants who are currently enrolled in any full-time educational programme, including higher studies, professional courses or skill certification programmes, are not eligible for Yuva Nidhi. The allowance is intended for those who have completed their studies and are exclusively focused on finding employment.
Youth who are self-employed (running a business, shop or trade) or working part-time or full-time in the government or private sector are not eligible for the scheme. The scheme is specifically for those with no income source who are actively seeking employment.
Applicants who are already receiving any other stipend, scholarship or unemployment benefit from the state or central government are also not eligible for Yuva Nidhi. This prevents double-dipping and ensures the limited budget reaches those with no other government income support.

💰How Much and For How Long
The application is submitted entirely online through the Seva Sindhu portal at sevasindhu.karnataka.gov.in, which is Karnataka's centralized citizen service delivery platform. The Seva Sindhu portal is accessible in Kannada and English and is optimized for use on mobile phones given that many applicants are young and smartphone-savvy.
To apply, the applicant needs to log in to the Seva Sindhu portal, navigate to the Yuva Nidhi scheme, and fill the online application form with personal details, educational qualification details including the year of passing, institution name and registration number, and bank account details for DBT.
The application is reviewed by the Department of Skill Development, Entrepreneurship and Livelihood, which verifies educational qualifications against university records and income details against the revenue department's database. Approved applications begin receiving DBT within 30 to 60 days of approval.
Benefits are paid via Direct Benefit Transfer (DBT) to the Aadhaar-linked bank account of the beneficiary, with an SMS notification sent to the registered mobile number each time payment is credited. 🚫Who Is Not Eligible
Application status can be tracked at any time by logging into the Seva Sindhu portal and viewing the application dashboard, with status indicators showing submitted, under review, approved, rejected or payment sent. SMS alerts are also sent to the registered mobile number at each stage change.
Beneficiaries who secure employment or self-employment during the 2-year period must inform the Seva Sindhu portal and stop receiving the allowance. Continuing to claim Yuva Nidhi after getting a job is a misuse of the scheme and could result in recovery of payments and disqualification from future government benefits.
The scheme is a flagship element of Karnataka Congress's 'Pancha Guarantee' (five guarantees) package, alongside Gruha Jyothi (200 units free electricity), Gruha Lakshmi (Rs 2,000/month to women heads of household), Shakti (free bus travel for women), and Anna Bhagya (10 kg free rice for BPL families). Together these guarantees represent the largest state welfare package in Karnataka's history.
The Yuva Nidhi scheme is specifically designed for job seekers and not for those pursuing entrepreneurship or starting a business. There is no interview or competitive selection process for Yuva Nidhi, and eligibility is determined purely by document verification on the Seva Sindhu portal. All applicants who meet the eligibility criteria and submit correct documents are entitled to receive the allowance, subject to budget availability.
The Skill Development, Entrepreneurship and Livelihood Department also connects Yuva Nidhi beneficiaries with job fairs, skill training programmes and placement assistance to help them find employment faster. Beneficiaries who complete government-recognized skill training courses during the Yuva Nidhi period are given preference in state government job notifications.
The scheme covers both urban and rural educated unemployed youth in Karnataka. 📋The Monthly Self-Declaration
Female graduates and diploma holders from Karnataka who are unemployed are equally eligible for Yuva Nidhi and are not required to choose between Yuva Nidhi and other women-specific schemes. Women who are heads of household and receive Gruha Lakshmi can also separately receive Yuva Nidhi if they are unemployed graduates meeting the eligibility criteria.
SC, ST, OBC and minority community applicants who meet the general Yuva Nidhi eligibility criteria can apply for the scheme. The Yuva Nidhi scheme does not have separate category-wise quotas, but applicants from these communities may find that district-level facilitation is available through social welfare offices to help them complete the online application.
The scheme does not cover those who have passed their exams through distance education or correspondence programmes from universities outside Karnataka, though Karnataka residents who have passed from recognized institutions outside the state may also apply; the key is that the degree or diploma must be from a recognized institution and the applicant must be a permanent Karnataka resident.

🎯Skill Training and the Five Guarantees
The income certificate required for Yuva Nidhi must be issued by a competent revenue authority, typically the Village Accountant (Gramsevak) in rural areas or the Ward Officer in urban areas. The certificate must reflect the total annual income of all family members living together and should be obtained within six months before the application date to be considered current.
