Most Indians (except high-income households) are eligible to hold a ration card.

Under NFSA 2013, 75% of India's population is covered by ration cards. Application is free in most states.

Step 1: Visit your state's food department portal — Each state has its own portal. Examples: UP (fcs.up.gov.in), Bihar (epds.bihar.gov.in), MP (samagra.gov.in), Rajasthan (food.rajasthan.gov.in), Maharashtra (dspps.maharashtra.gov.in), Tamil Nadu (tnpds.tn.gov.in).

Step 2: Click 'Apply for New Ration Card' — Most portals have a dedicated section for new applications. Click it.
Step 3: Fill application form — Required information: (1) Head of family name, (2) Permanent address and current address (if different), (3) All family member details (name, age, relationship, Aadhaar number), (4) Annual family income (for BPL/APL classification), (5) Card type requested (BPL/APL).
Note: AAY cards cannot be applied for — they're identified by government based on socio-economic census data.
Step 4: Upload documents — Scan and upload: Aadhaar card of all family members, address proof (electricity bill, rent agreement, ration card if issued by previous name), income declaration/self-declaration, passport photos. Upload as PDF/JPG (max 500 KB each).
Step 5: Submit and track — Submit application. You receive a reference number.
Status updates are sent via SMS. Food inspector may visit your residence to verify address and family composition (7-30 days).
After approval, your card is printed and issued.

Adding a new member (e.g., newborn, marriage into family):
Go to your state's food portal → 'Add Member to Ration Card'. Fill: new member's name, age, relationship to head of family, Aadhaar number.
For newborn: provide birth certificate instead of Aadhaar (can link Aadhaar later). Upload birth certificate + parent's Aadhaar.
Processing: 7-15 days. Once approved, new member's name appears on your ration card.
Removing a member (e.g., death, migration, separation):

Why Aadhaar linking is mandatory: Under NFSA regulations, all ration card members must have Aadhaar linked. Without linking, the fair price shop cannot complete a sale using biometric (fingerprint/iris scan).
You'll have difficulty receiving subsidized grains.
How to link Aadhaar:
Method 1 (Online): Visit your state's food portal → 'Link Aadhaar' → Enter ration card number and Aadhaar numbers of all family members → Submit. Takes 1-3 days to reflect.
Method 2 (At Fair Price Shop): Visit your assigned fair price shop with: ration card, Aadhaar cards of all members. Shop keeper links directly on their system.
Takes 10 minutes. Many people do this when they buy grains.
Method 3 (Anganwadi/ICDS center): Some districts link Aadhaar through Anganwadi centers (childcare centers in villages). Ask your local Anganwadi worker.
If Aadhaar and ration card names don't match: Update Aadhaar name to match ration card, or vice versa. Name mismatch can block linking.

Under ONORC (One Nation One Ration Card), you can buy subsidized grains from ANY fair price shop in India, not just your home state's shop. This is useful if you migrate for work but want to continue your ration card benefit.
How ONORC works: Your ration card is linked to your Aadhaar. When you visit any fair price shop anywhere in India, you provide your Aadhaar for biometric verification.
The system instantly checks your eligibility and allows purchase of your monthly quota, regardless of which state's shop you visit.
Example: Your ration card is from Bihar (BPL card, 5 kg per person/month). You move to Mumbai for a job.
You can go to a fair price shop in Mumbai, do Aadhaar biometric, buy your 5 kg grains. No need to transfer card.
Once ONORC fully rolled out (still ongoing), this becomes seamless.
Currently: ONORC is operational in most states but not 100% complete. Some states still haven't integrated.
