This is because DigiLocker documents are issued directly by government agencies and digitally signed for authenticity.

📝How to Register on DigiLocker — 2-Minute Process

Download DigiLocker app OR visit digilocker.gov.in
Option 1: Download from Google Play or App Store (search 'DigiLocker' by MeitY). Option 2: Visit digilocker.gov.in in your web browser. Both have same features; mobile app is more convenient.

Choose registration method
DigiLocker offers two sign-up options: (1) With Aadhaar (faster), (2) With mobile number (if no Aadhaar). Most people use Aadhaar. Click 'Sign Up' or 'Register'.

Enter Aadhaar number and verify with OTP
Enter your 12-digit Aadhaar number. Click 'Next'. OTP sent to your Aadhaar-registered mobile number (SMS). Enter the OTP in 5 minutes. System verifies your identity.

Create username and password
Set a unique username (can be your email or custom ID). Set a strong password (8+ characters, upper/lower case, number, special symbol). Confirm password. Click 'Register'. Your DigiLocker vault is now created.

You now have access to your DigiLocker. You get 1 GB free storage for uploading documents. You can start 'pulling' government documents or uploading personal documents.

📥How to Pull Government Documents from Issuing Agencies

What's 'pulling' documents? Most government documents (Aadhaar, driving license, marksheets, etc.) are already digitized in government databases. Instead of uploading them yourself, DigiLocker 'pulls' them directly from the issuing agency's database.

This happens instantly and the document appears in your DigiLocker.

How to pull documents:

1. Open DigiLocker app/website. Click 'Issued Documents' or 'Pull Documents'.

2. Select the organization/agency (CBSE for marksheets, RTO for driving license, UIDAI for Aadhaar, Income Tax for PAN, etc.).

3. Enter your reference number (roll number for CBSE, license number for RTO, Aadhaar number for UIDAI, etc.).

4. Click 'Pull'.

If document is available in their database, it appears in your DigiLocker within seconds. If not available, it means the issuer hasn't digitized it yet (or you entered wrong reference).

Documents you can pull:

Identity: Aadhaar (from UIDAI), PAN (from Income Tax), Voter ID (from Election Commission), Passport (from MEA).

Education: CBSE marksheets (10th, 12th), ICSE certificates, university degrees (many state universities), NEET/JEE/GATE scorecard, state board certificates.

Vehicle: Driving license (from state RTO), vehicle registration certificate (RC), pollution certificate, auto insurance policy.

Health: COVID vaccination certificate (from CoWIN), e-prescriptions (from select hospitals).

Other: Birth certificate (some states), caste certificate (some states), COVID vaccination certificate.

📤How to Upload Personal Documents

In addition to pulled government documents, you can manually upload personal documents for safekeeping.

Steps: (1) Click 'Upload Document' or 'New' (plus icon). (2) Select document category (Personal, Education, Health, Finance, Property, etc.) or create custom. (3) Click 'Select File' → choose document from your phone/computer (PDF, JPG, PNG). (4) Add title and description. (5) Click 'Upload'. (6) Document encrypted and stored in your vault.

Documents to upload: Bank statements, insurance policies, property deeds, utility bills, contracts, medical records, correspondence, receipts, travel documents.

Storage limit: You get 1 GB free. Each document is compressed.

You can store approximately 500-1000 documents depending on file size. If you exceed 1 GB, you can't upload more (premium plans available for additional storage, but free tier is sufficient for most).

🔄How to Share DigiLocker Documents

One of DigiLocker's best features is the ability to share documents securely.

3 ways to share:

1. Generate Shareable Link: Open any document in DigiLocker → click 'Share' → 'Generate Link'. A URL is created.

Share this link via email, WhatsApp, etc. Anyone with the link can view the document without needing DigiLocker account.

You can set expiry (1 day, 7 days, 30 days, or never expire).

2. QR Code: Open document → click 'Share' → 'Generate QR Code'. A QR code is displayed.

Anyone can scan this QR code and instantly view the document. Very useful for showing documents physically (e.g., show QR code to traffic police instead of card).

3. Email/Messaging: Some apps have 'Share to' button. You can share documents directly via email, WhatsApp, etc., but the recipient gets the file — not the shareable link.

Security: Shared documents are still digitally signed and verified. Recipients can confirm the document is authentic by checking the issuing agency's seal/signature.

Sharing doesn't expose your sensitive data (Aadhaar number, etc.) — only the document itself is shared.

What If My Document Is Not in DigiLocker Yet?

Scenario 1: 'CBSE marksheet not showing on DigiLocker' — CBSE has digitized marksheets from 2004 onwards. If your exam was before 2004, not available yet.

Also, ensure you use correct roll number. If still not found, contact CBSE directly — your record may need manual upload by them.

Scenario 2: 'My state's birth certificate not available' — Not all states have digitized and integrated birth certificates with DigiLocker yet. Some states are still in process.

Check back after 3-6 months, or visit your municipal corporation for physical certificate.

Scenario 3: 'Driving license shows but vehicle RC doesn't' — RTO (Regional Transport Office) may have digitized driving license but not completed vehicle RC digitization. Integration varies by state.

Contact your state RTO office.

What to do: (1) Try pulling document again (issuing agency may have updated their data). (2) Contact issuing agency (CBSE, RTO, municipal corporation) asking about digitization status. (3) Use physical document for now; keep checking DigiLocker for document to appear. (4) Upload PDF of physical document to DigiLocker for personal backup.
